The Staff

The ICRMP organization is staffed with local, experienced, and courteous professionals ready to assist our members.

ORGANIZATION PROFILE

EXECUTIVE DIRECTOR

Rick Ferguson, administers all affairs of the program under the direction of the Board of Trustees.

CLAIMS MANAGER

Scott Oldham, is responsible for the operation of the Claims department. He provides direct supervision for claim staff and ensures claims are handled professionally.

MEMBER SERVICES MANAGER

Sandy Moser, is responsible for supervising our internal administrative services, coordinating our efforts with member associations, and managing our information technology systems and developing rates for our members. Sandy's staff makes sure member questions are answered, underwriting data is maintained and all aspects of our service meet the needs of our membership and Board.

CONTROLLER

Tim Osborne, handles all accounting functions within ICRMP. He oversees budget development and is responsible for Department of Insurance compliance.

RISK MANAGEMENT LEGAL COUNSEL

Carl Ericson, is responsible for providing Risk Management legal advice and training as well as, coordinating the work of outside legal counsel who provide pre-litigation assistance to ICRMP members.

RISK MANAGEMENT SPECIALISTS

Jim McNall and Mary Kummer, are responsible for loss control training and consulting. Jim spends most of his time meeting with members and conducting training related to personnel management, governance, and a wide variety of other local government operations. Mary works on developing training materials for specific loss control initiatives such as driver training and reviewing risk management objectives with our members.

CLAIMS TEAM

Randall Spencer and George Blickenstaff, handle ICRMP's most complex losses. George lives in Kellogg and provides claim services to our members in the northern part of the state, while Randall handles southern Idaho claims. Carol Lukesh,Mildred Gharring, and Kim Shoen handle a wide variety of claims and serve ICRMP members throughout the state. All ICRMP claim staff have extensive experience and training in the areas of insurance claims, local government operations, and conflict resolution. These professionals are trained to pay what is owed quickly and fairly and to support our members in defending claims brought without merit.

MEMBER SERVICES TEAM

Shery Harmon, Leona Kuwana, and Beth Hagen are the "first responders" for our members, agents, Board, and the other ICRMP staff members. The MS Team establishes e-files and directs all incoming phone calls, emails, letters, and faxes. The team is the "coordination and dispatch" center for ICRMP. Although each team member has an area of expertise, this group functions as a team to make sure every inquiry made to ICRMP is responded to in a timely manner and each department has strong internal support. Zak Young, is our Information Technology guru. He is responsible for keeping our network, off-the-shelf and custom systems operating at their peak.
